After wasting about two nights searching for a tool such as this without success, I finally starting looking into base64 encryption, and this is the result. The application is has no help or settings, I hope that it helpful to you. Please read the Licensing details below, and do not use it if you have a problem with that.
Licensing This software is released under Fairware supporting the Fair Right of Software Use. Not to be confused with Fearware, as supported by many large software vendors who use the Fear of Auditing to convince you pay up. Fareware is not Open Source and is not Shareware, however is similar in the way that you may redistribute the installation package so long as it is kept intact, and you do not sell and/or profit from it's use directly.

The end user may elect to gift the writer a payment based on a sum that is Fair to the person using or recommending its use. Gifts in the form of Personal Cheque (Check) or Money Order should be of an amount that will not be negative following obvious bank and international transfer charges. Problems? The application was written in VB6, so will require the VB runtimes, which most machines have these days. All encoding's include a ":" which is why encoding no username & password results in "Og=="
